Delaware covers 1,954 square miles, with a 2010 estimated population of 897,934 people – 197,145 living in rural Delaware (USDA-ERS). Dover is the state capital. The state’s largest cities are Wilmington, Dover and Newark. According to the U.S. Census Bureau, 68.9% of the state’s population is white, 21.4% is Black/African American, and 8.2% is of Hispanic/Latino origin (2010).
There are 7 hospitals in Delaware (Kaiser, 2009). The state has no hospitals identified by the Flex Monitoring Team as Critical Access Hospitals. There are zero Rural Health Clinics in Delaware, and 4 Federally Qualified Health Centers provide services at 11 sites in the state (Kaiser, 2012). 12.0% of Delaware residents lack health insurance (Kaiser, 2008-2009).
According to the USDA Economic Research Service, the average per-capita income for Delaware residents in 2009 was $39,597, although rural per-capita income lagged at $34,434. Estimates from 2010 indicate a poverty rate of 13.9% exists in rural Delaware, compared to a 11.4% level in urban areas of the state. 2010 ACS data reports that 14.8% of the rural population has not completed high school, compared to 12.4% of urban populations. The unemployment rate in rural Delaware is 8.3% and in urban Delaware, it is 8.5% (USDA-ERS, 2010).
