Purpose When disasters take place, the Individuals and Households Program (IHP) provides money and services to people in the disaster area when losses are not covered by insurance and property has been damaged or destroyed. IHP will not cover all losses from damage to property (home, personal property, household goods) that resulted from the disaster and it is not intended to restore damaged property to its condition before the disaster.
Eligibility Losses must have occurred in an area that has been declared a disaster area by the President. There are necessary expenses or serious needs because of the disaster. Insurance benefits have been filed however damage to property is not covered. Other restrictions may apply.

Amounts can vary. FEMA disaster assistance covers basic needs, and does not normally compensate disaster victims for their entire loss.
Application
process
Applicants may register and apply online at the program web site or by calling the FEMA registration line, 1-800-621-FEMA (3362). For the speech or hearing impaired, the number is 1-800-462-7585.
