Purpose Each year, the Foundation for Rural Education and Development awards scholarships to rural America's best and brightest students.
Eligibility Both high school seniors and students already attending post-secondary schooling are eligible to apply. Students, parents, school guidance counselors, and nominating OPASTCO member companies are encouraged to read through the entire application booklet, as there are some changes from previous years.

Any student nominated by an OPASTCO member company who is attending or planning to attend an accredited college, university or trade/vocational school may apply. Both U.S.- and Canadian-based OPASTCO member companies are eligible and encouraged to nominate students. Students who are applying for post graduate studies are not eligible to apply.

To apply for any FRED Scholarship students must live in or attend school in an OPASTCO member's service area. To find out if you are in the service area of an OPASTCO member contact your local telephone company.

Scholarships range from $1,000 - $5,000, and an estimated $70,000 is available in 2010. The Everette Kneece Return to Rural America Scholarship honors Mr. Kneece's vital and pioneering efforts on behalf of FRED and is awarded in the amount of $5,000 to the year's top applicant.

Students please submit your applications to your nominating OPASTCO member by January 29, 2010, so that they may prepare a letter of nomination.
