| Purpose |
To improve the quality of life for Texans living in colonias where such projects will primarily benefit low to moderate income persons.
Eligible Activities
• Water and wastewater improvements including first-time service for low- to moderate-income persons.
• Housing rehabilitation for low- to moderate-income households.
• The payment of assessments (including any charge made as a condition of obtaining access) levied against properties owned and occupied by persons of low and moderate income to recover the capital cost for a public improvement.
• Other Improvements including street paving and drainage.
Ineligible Activities
- construction of buildings for the general conduct of government
- new housing construction

| Eligibility |
Eligible areas are located farther than 150 miles from the Texas-Mexico border and non-entitlement counties, or portions of counties, within 150 miles of the Texas-Mexico border that are not eligible for TCDPs Colonia Fund because they are located in a standard metropolitan statistical area that has a population exceeding 1,000,000 as specified by the Cranston-Gonzalez National Affordable Housing Act.
