National Public Health Leadership Institute (PHLI)

Purpose CDC established the PHLI in 1991 in response to the recognized need for enhanced leadership in public health. The Institute's mission is to strengthen the leadership competencies of senior public health officials and to build inter-organizational teams so that community health status improves. Scholars' ability to think from a system's perspective, to create and implement a vision, to facilitate meaning and to empower followers will be enhanced to assure they can shape responses to public health challenges in the twenty-first century.
Eligibility Applicants to PHLI are teams of three to four senior level public health professionals who are peers from one organization or several collaborating organizations. Each team must include at least one governmental public health leader from a national, state, or local organization. Team members may also work in hospitals, HMO's, Medicaid or Medicare administration, health plans, CDC, academia, legislatures, media, health related businesses, and commissions/health officer/deputy commissioners of large/ regional/municipal/local health departments. Applicants may be US citizens or citizens of other countries. PHLI will accept one qualified international team each year.PHLI applicants must have a minimum of five years of senior level experience. Applicants should have responsibility for strategic issues, major policy development, and boundary-spanning in their agencies or organizations. All applicants should be able to demonstrate leadership roles they have held in work, community organizations, professional associations, and/or elected or appointed office.

Scholars must be able to commit to full participation in this year-long program. This commitment involves attendance at a two-day PHLI Launch just before the American Public Health Association annual Fall meeting, and a one week residential retreat in April at the Rizzo Conference Center in Chapel Hill , NC. Participation in monthly distance learning events such as, telephone conferences, computer discussion forums, web/satellite broadcasts, and team leadership project work are also expected. Project presentations at APHA the following year and a final written project report from each team conclude the year.

Tuition is supported by a generous grant from the Centers for Disease Control. Participants will be responsible for the cost of their travel, room and board. Learning takes place online and at two retreats, one in Chapel Hill and another in California, over the course of this one-year executive leadership experience. PHLI will accept approximately 50 Scholars, making up 15 to 20 teams.

PHLI Scholars may also be nominated by others. Nominations are accepted through the program web site or by calling the PHLI office (919) 843-7115. Those nominated will be notified and asked to complete an application.
