Mar 27, 2024 - Pre-publication notice of final rule from the Centers for Medicare & Medicaid Services (CMS) making changes to simplify the eligibility and enrollment processes in Medicaid, the Children's Health Insurance Program (CHIP), and the Basic Health Program. This rule aligns enrollment and renewal requirements for most individuals in Medicaid; creates timeliness requirements for redeterminations of eligibility; makes transitions between programs easier; eliminates access barriers for children enrolled in CHIP by prohibiting premium lock-out periods, benefit limitations, and waiting periods; and modernizes recordkeeping requirements to ensure proper documentation of eligibility determinations. These regulations are effective 60 days after the publication of this notice, which is scheduled for April 2, 2024.

Mar 7, 2024 - The Centers for Medicare and Medicaid Services is seeking comment on an information collection to support eligibility determinations for insurance affordability programs and enrollment through Health Benefits Exchanges, Medicaid, and CHIP Agencies. Comments are due by May 6, 2024.

Mar 1, 2024 - Notice of final rule from the U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) making regulatory changes to the Child Care and Development Fund (CCDF) to address some of the programmatic and systemic challenges to access to high-quality, affordable child care. Changes are intended to lower childcare costs for families participating in CCDF, improve the program's childcare provider payment rates and practices, and simplify enrollment in the childcare subsidy program. States and territories that are not in compliance with the provisions of this final rule on the effective date may request a temporary waiver for up to two years to come into compliance. This rule is effective April 30, 2024.
