Missouri is often referred to as the Gateway to the West. It is named for a Sioux Indian tribe, whose name translates to “the wooden canoe people.”  Missouri covers 68,886 square miles, with a 2008 estimated population of 5,911,605 people – 1,565,609 living in rural Missouri (USDA-ERS). Jefferson City, the capital, is located in the central region of the state. The state’s largest cities are Jefferson City, Kansas City, St. Louis, and Springfield. According to the U.S. Census Bureau, 85.1% of the state’s population is white, 11.5% is Black/African-American, 1.4% is Asian, and 3.0% is of Hispanic/Latino origin (2007).

There are 118 hospitals in Missouri, 55 of which are located in rural areas (North Carolina Rural Health Research and Policy Analysis Center, Dec. 2008). The state has 36 hospitals currently identified by the Flex Monitoring Team as Critical Access Hospitals (April, 2009). There are 342 Rural Health Clinics in Missouri (CMS, 2009), and 21 Federally Qualified Health Centers provide services at 180 sites in the state (Kaiser, 2008). Most Missourians have some form of health insurance coverage, although 13% of its residents lack any health insurance (Kaiser, 2006-2007.)

According to the USDA Economic Research Service, the average per-capita income for all Missourians in 2007 was $33,964 although rural per-capita income lagged at $25,865. 2008 estimates indicate a poverty rate of 17.6% exists in rural Missouri, compared to a 12.1% level in urban areas of the state. 2000 data reports 24.7% of the rural population has not completed high school, while only 16.4% of the urban population lacks a high school diploma. The unemployment rate in rural Missouri is at 6.2%, while in urban Missouri it is at 6.0% (USDA-ERS, 2008).

Operates programs for job training and skills development through the Missouri Career Centers located throughout the state.

Missouri Department of Elementary & Secondary Education: Division of Special Education
State government
Administers state and federal funds to support services for students and adults with disabilities, works with other state and local agencies to coordinate the First Steps Program which provides early intervention services for infants and toddlers with disabilities. The division works with local school districts to improve services for students (ages 3-21) with disabilities. It provides financial and technical support for approved Sheltered Workshops in the state.

Develops systems and community capacity to eliminate health and wellness disparities.

Missouri Department of Health and Senior Services: Primary Care and Rural Health
State government
Helps communities provide access to necessary health care services to their residents through community-based systems of care. A division of the Department of Health and Senior Services.

Missouri Department of Mental Health
State government
Works toward the prevention of mental disorders, developmental disabilities, substance abuse, and compulsive gambling; the treatment, habilitation, and rehabilitation of Missourians who have those conditions; and the improvement of public understanding and attitudes about mental disorders, developmental disabilities, substance abuse, and compulsive gambling.

Missouri Department of Mental Health: Division of Alcohol and Drug Abuse
State government
Provides funding for prevention, outpatient, residential, and detoxification services to community-based programs that work with communities to develop and implement comprehensive coordinated plans. Provides technical assistance to these agencies and operates a certification program that sets standards for treatment programs, qualified professionals, and alcohol and drug related educational programs.

Missouri Department of Mental Health: Division of Developmental Disabilities (DD)
State government
Serves a population that has developmental disabilities such as mental retardation, cerebral palsy, head injuries, autism, epilepsy, and certain learning disabilities. Works to improve the lives of persons with developmental disabilities through programs and services to enable those persons to live independently and productively.

Provides programs and services including children, family support, health care, and juvenile justice.

Missouri Department of Social Services: Child Support Enforcement (CSE)
State government
Locates parents, establishes paternity, establishes child and medical support orders, monitors and enforces compliance with child and medical support orders, reviews and initiates modification of support orders and distributes support collections.

Missouri Department of Social Services: Vocational Rehabilitation Services
State government
Creates opportunities for eligible blind and visually impaired persons in order that they may attain personal and vocational success.

Missouri Hospital Association (MHA)
State/regional organization
Strives to improve the health in communities throughout Missouri. Represents every acute-care hospital in the state. Offers continuing education programs on current health care topics and seeks to educate the public and the media, as well as legislative representatives, about health care issues.

Missouri Housing Development Commission (MHDC)
State/regional organization
Serves as the state's housing finance agency. Dedicated to strengthening communities and the lives of Missourians through the financing, development and preservation of affordable housing.

Missouri Primary Care Association (MPCA)
State/regional organization
Assures access to comprehensive primary health care to all residents of Missouri through its programs, activities, membership, and other available resources. Functions as an advocacy voice for the medically indigent, and explores and implements activities aimed at providing and promoting high quality, accessible, and personalized health care services to urban and rural populations (regardless of ability to pay) in the state of Missouri.

Missouri Rural Health Association (MRHA)
State/regional organization
Works to improve the health of rural Missourians through partnerships and providing leadership on rural issues through advocacy, communication, education, and research.

National Network of Libraries of Medicine, MidContinental Region (NN/LM-MCR)
State/regional organization
Works to improve access to health information for health professionals, librarians and members of the public in Utah, Colorado, Wyoming, Kansas, Nebraska and Missouri.

Northeast Missouri Rural Health Network (NMRHN)
State/regional organization
Works to improve health care services in the counties of Adair, Clark, Knox, Lewis, Linn, Macon, Putnam, Schuyler, Scotland, Shelby and Sullivan. The charter members included the Kirksville College of Osteopathic Medicine, Northeast Regional Medical Center, Northeast Missouri Health Council, and Hospice of Northeast Missouri. Committed to coordinating and improving the access of quality basic health care services to all residents, with a special emphasis on impacting populations such as the medically underserved, uninsured and underinsured.

Proyecto/Project IDEAS
State/regional organization
Strives to improve HIV prevention services for Latino/Hispanic populations living in Colorado, Iowa, Kansas, North Dakota, South Dakota, Missouri, Montana, Nebraska, Utah and Wyoming. Focuses on adapting and tailoring CDC-approved interventions that are culturally, linguistically and educationally appropriate. This is a capacity building assistance program for community-based organizations and state and local health departments.

U.S. Department of Housing and Urban Development: Missouri (HUD)
Federal government
Works to increase homeownership, support community development and increase access to affordable housing. The HUD state office provides information about HUD housing programs and local contacts for the state.

United Way 2-1-1 of Missouri
State/regional organization
Assists people with finding and giving help. It is a central phone number connecting people with available community resources and volunteer opportunities. This service, available 24-hours-a-day, 7-days-a-week will cover a 23-county area in and surrounding metropolitan Kansas City. United Way 2-1-1 spans a 23-county area-7 counties in Kansas and 16 in Missouri and has access to thousands of resources.

Committed to helping improve the economy and quality of life in all of rural America. The Rural Development State Office provides information about Rural Development programs and applications for financial assistance.
