North Dakota is named after the Dakota Indian Tribes who were the early inhabitants of the region. Dakota is most often referred to mean “friends” or “allies.” It is home to the International Peace Garden that straddles the border between the United States and Manitoba, Canada. North Dakota covers 68,976 square miles, with a 2007 estimated population of 639,715 people - 331,908 living in rural North Dakota (USDA-ERS-2008). Bismarck, the capital, is located in the south-central region of the state. The state’s largest cities are Bismarck, Fargo, Grand Forks, and Minot. According to the 2006 Census, 91.9% of the state’s population is white, 5.4% is American Indian & Alaska Native, and 1.7% is of Hispanic/Latino origin.
There are 50 certified hospitals in North Dakota, 39 of
which are located in rural areas (North Dakota Department of Health, 2005). The state has 34
hospitals currently identified by the Flex Monitoring Team as Critical
Access Hospitals. There are 59 Rural Health Clinics in North Dakota
and four Federally Qualified Health Centers provide services at
27 sites in the state (Kaiser, 2006). Most North Dakotans have
some form of health insurance coverage, although 8.2% of its residents
lack any health insurance (ND Center for Rural Health, 2008)
According to the Economic Research Service, the average per-capita income for all North Dakotans in 2006 was $32,763, although rural per-capita income lagged at $30,865. 2005 estimates indicate a poverty rate of 12.7% exists in rural North Dakota, compared to a 10.4% level in urban areas of the state. 2000 data reports 19.7% of the rural population has not completed high school, while only 11.3% of the urban population lacks a high school diploma. The unemployment rate in rural North Dakota is at 3.6%, while in urban North Dakota it is at 2.7% (USDA-ERS, 2008).

Community Emergency Medical Program

Tri-County Hospital (TCH) has been providing medical specialist outreach via telemedicine since 1994. This 25-bed Critical Access Hospital in Wadena, Minnesota has one of the most active telemedicine programs in the country and is the headquarters for the new Minnesota Telehealth Network. This network will extend telemedicine services to 38 Minnesota counties and eight North Dakota counties.
