Vermont covers 9,250 square miles, with a 2012 estimated population of 626,011 people – with 412,310 people living in rural Vermont (USDA-ERS). Montpelier is the state capital. The state’s largest cities are Burlington, Essex and Colchester. According to the U.S. Census Bureau, 95.5% of the state’s population is white, 1.1% is Black/African-American, 1.4% is Asian, and 1.6% is of Hispanic/Latino origin (2011).

The state has 8 hospitals identified by the Flex Monitoring Team as Critical Access Hospitals (March 2013). There are 15 Rural Health Clinics in Vermont (Kaiser, 2012); 8 Federally Qualified Health Centers providing services at 39 sites in the state (Kaiser, 2010). 9.0% of Vermont residents lack health insurance (Kaiser, 2011).

According to the USDA Economic Research Service, the average per-capita income for Vermont residents in 2011 was $41,571, although rural per-capita income lagged at $40,400. Estimates from 2011 indicate a poverty rate of 12.4% exists in rural Vermont, compared to 10.7% in urban areas of the state. 2011 ACS data reports that 9.6% of the rural population has not completed high school, compared to 7.7% of urban populations. The unemployment rate in rural Vermont is 6.0% and the rate is 4.8% in urban Vermont (USDA-ERS, 2011).

Northeast Regional Center for Rural Development (NERCRD)

One of four regional rural development centers in the nation. Focuses on rural issues including community and economic development, food systems, natural resources, and entrepreneurship. Serves a 12 state area in the Northeast region which includes CT, DE, MA, NJ, NY, RI, PA, WV, NH, ME, MD, VT.

NorthEast Telehealth Resource Center
State/regional organization
One of the telehealth resource centers funded by the federal Office for the Advancement of Telehealth. Assists health care organizations, health care networks, and health care providers in the implementation of cost-effective telehealth programs to serve rural and medically underserved areas and populations. Includes Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut and New York.

Orion Health's technology allowed the Mt. Ascutney Healthcare Consortium to improve the way they collect, store and transfer patient information.

North Central EMS Cooperative (NCEMSC)

  • Need: The passage of the Balanced Budget Act in 1997 threatened to put many rural, volunteer emergency medical services (EMS) providers out of business across the country due to reduced Medicare payments for ambulance services
  • Intervention: The North Central EMS Cooperative (NCEMSC) was created as a mechanism for EMS providers to achieve cost reduction through group purchasing
  • Result: The program now brings discounts on EMS supplies to almost 4,000 members across the United States, Canada, and Mexico

Precision Valley Physical Activity and Nutrition Consortium
The Precision Valley Physical Activity and Nutrition Consortium will increase youth and family access to physical activities and increase opportunities for healthy food choices in Springfield and Windsor, Vermont.
