Virginia holds the distinction of being the birthplace of eight U.S. presidents. The state’s largest cities are Virginia Beach, Norfolk, and Chesapeake. According to the U.S. Census Bureau, 73.2% of the state’s population is white, 19.9% is Black/African-American, 4.8% is Asian, and 6.6% is of Hispanic/Latino origin (2007).

According to the USDA Economic Research Service, the average per-capita income for all Virginia residents in 2007 was $41,727, although rural per-capita income lagged at $27,579. Estimates from 2007 indicate a poverty rate of 14.9% exists in rural Virginia, compared to 9.1% in urban areas of the state. Data from 2000 finds that 31.7% of the rural population has not completed high school, while 16.0% of the urban population lacks a high school diploma. The unemployment rate in rural Virginia is 5.4%, while in urban Virginia, it is 3.8% (USDA-ERS, 2008).
