Virginia holds the distinction of being the birthplace of eight U.S. presidents. Virginia covers 39,594 square miles, with a 2012 estimated population of 8,185,867 people – with 1,108,459 people living in rural Virginia (USDA-ERS). Richmond is the state capital. The state’s largest cities are Virginia Beach, Norfolk and Chesapeake. According to the U.S. Census Bureau, 71.3% of the state’s population is white, 19.8% is Black/African-American, 5.8% is Asian, and 8.2% is of Hispanic/Latino origin (2011).

There are 89 hospitals in Virginia (Kaiser, 2010), 7 of which are identified by the Flex Monitoring Team as Critical Access Hospitals (March 2013). There are 44 Rural Health Clinics in Virginia (Kaiser, 2012) and 25 Federally Qualified Health Centers provide services at 128 sites in the state (Kaiser, 2010). 14.0% of Virginia residents lack health insurance (Kaiser, 2011).

According to the USDA Economic Research Service, the average per-capita income for Virginia residents in 2011 was $46,107, although rural per-capita income lagged at $31,883. Estimates from 2011 indicate a poverty rate of 17.5% exists in rural Virginia, compared to 10.7% in urban areas of the state. 2011 ACS data reports that 22.5% of the rural population has not completed high school, compared to 11.8% of urban populations. The unemployment rate in rural Virginia is 8.2%, while in urban Virginia, it is 6.0% (USDA-ERS, 2011).
