The Education, Training, and Enhanced Services to End Violence Against and Abuse of Women with Disabilities grant program offers funding to increase organizational capacity to support multidisciplinary collaborative teams that offer services and support to individuals with disabilities and deaf individuals who have been victims of sexual assault, domestic violence, dating violence, and stalking, with an emphasis on addressing abuse by caregivers.

The program purpose areas include:

• Provide personnel, training, technical assistance, advocacy, intervention, and risk reduction
• Conduct outreach activities to ensure that individuals with disabilities who are victims of domestic violence, dating violence, stalking, or sexual assault receive appropriate assistance
• Conduct cross-training for victim service organizations, governmental agencies, courts, law enforcement, and nonprofit, nongovernmental organizations
• Provide technical assistance to assist with modifications to existing policies, protocols, and procedures to ensure equal access to services
• Provide training and technical assistance on the requirements of shelters and victim service providers under Federal anti-discrimination laws
• Modify facilities, purchase equipment, and provide personnel so that shelters and victim service organizations can accommodate the needs of individuals with disabilities
• Provide advocacy and intervention services for individuals with disabilities who are victims of domestic violence, dating violence, stalking, or sexual assault
• Develop model programs providing advocacy and intervention services within organizations serving individuals with disabilities who are victims of domestic violence, dating violence, stalking, or sexual assault

Priorities include:

• Advance racial equity as an essential component of ending sexual assault, domestic violence, dating violence, and stalking
• Strengthen efforts to prevent and end sexual assault, including victim services and civil and criminal justice responses

Eligible entities for this program are:

• States and territories
• Units of local government
• Indian tribal governments or tribal organizations
• Nonprofit, nongovernmental victim services organizations, such as state domestic violence, sexual assault or tribal coalitions or nonprofit, nongovernmental organizations serving individuals with disabilities or deaf people

Applicants must have a multidisciplinary, collaborative team consisting of:

• At least one nonprofit, nongovernmental victim services organization or tribal organization serving victims, such as a state or tribal domestic violence or sexual assault coalition
• At least one nonprofit, nongovernmental organization or tribal organization serving individuals with disabilities and/or deaf people

Nationwide and U.S. territories

Award Ceilings:

• New, local-focused and tribal-focused project $425,000 for 3 years
• Continuation, local-focused $325,000 for 2 years
• New, state-focused project $500,000 for 3 years
• Continuation, state-focused $400,000 for 2 years
