The Black Lung Clinics Program (BLCP) awards grants to state, public, or private entities to reduce the morbidity and mortality associated with occupationally-related coal mine dust lung disease through the provision of quality medical, outreach, educational, and benefits counseling services for active, inactive, and disabled coal miners.

Minimum required services include:

• Staffing of a board-certified pulmonologist or internal or family medicine physician with experience in the diagnosis and treatment of respiratory diseases
• Patient education and outreach
• Lung function testing
• Chest imaging
• Pulmonary rehabilitation
• Medical case management
• Compensation counseling
• Referral to a Department of Labor medical examiner
• Patient-level data collection and reporting

Any state, public, or private entity that can meet the requirements is eligible. This includes federally recognized Tribes and Tribal organizations.

Estimated total program funding: $11,000,000
Expected number of awards: 15, one per service area
Project period: 5 years
