The Emergency Triage, Treat, and Transport (ET3) Model – Medical Triage Line program provides funding to state and local governments or other entities with authority over a public safety answering point (PSAP) to establish or expand a medical triage line. The medical triage line is intended to reduce inappropriate use of emergency ambulance services and increase efficiency in Emergency Medical Services (EMS) systems by redirecting callers with non-emergency conditions to appropriate care alternatives.
This program is part of the CMS Emergency Triage, Treat, and Transport (ET3) Model initiative, which seeks to address emergency healthcare needs of Medicare Fee-for-Service (FFS) beneficiaries following a 911 call.
Eligible applicants are state or local government entities or designees, or other entities that operate or have authority over a public safety answering point (PSAP), including:
- State governments
- County, city, or township governments
- Special district governments
- Federally recognized Native American tribal governments
- Tribal organizations
- Nonprofits with or without 501(c)(3) status, other than institutions of higher education
- Faith-based organizations
- Small businesses
- For-profit organizations other than small businesses
In order to be eligible, the geographic region covered by the public safety answering point (PSAP) must include at least one ZIP code from the service area of an existing ET3 model participant.
