Purpose

Head Start and/or Early Head Start provides funding for high-quality, comprehensive birth-to-five early learning services for eligible low-income children and families (including expectant families) residing in the Commonwealth of Puerto Rico. The goal of this combined opportunity is to foster innovative and coordinated models that better integrate Head Start and Early Head Start programming and address community need.

Applicants will submit one application, whether they are proposing to provide:

  • Head Start services
  • Early Head Start services
  • Both Head Start and Early Head Start services.

Applicants proposing to serve pregnant women are expected to serve the newborn through the Early Head Start program.

Eligibility
Eligible applicants include local public or private nonprofit agencies, community-based and faith-based nonprofit organizations, or local for-profit agencies capable of providing child and family services that meet the standard for participation in programs under the Head Start Act.
