The Continuing Training Grants program provides funding to support education and training solutions for state, local, tribal, and territorial partners to facilitate an integrated, whole community approach to emergency preparedness. Funds help develop and deliver training curriculum to meet the unique needs of rural, remote, and tribal communities in preparing for and responding to all types of disasters, including extreme weather events.

Fiscal year 2023 focus areas:

• Rural Preparedness for Equitable Outcomes – training to strengthen emergency management workforce and achieve equitable outcomes in rural and remote areas
• Build Tribal Capacities and Capabilities to Improve Readiness and Resilience – training to strengthen emergency management workforce and achieve equitable outcomes in tribal nations

Examples of potential learning solutions include online and in-person training; synchronous and asynchronous instructor-led training; and facilitated workshops and seminars.

Applicants are strongly encouraged to address the needs of underserved, at-risk communities to ensure fair and equitable treatment before, during and after a disaster.

Eligible applicants include:

• State and territorial governments
• County, city, and township governments
• Federally recognized tribal governments
• Nonprofits with 501(c)(3) status
• Public and state-controlled institutions of higher education
• Nonprofit private institutions of higher education
• Nonprofit national associations and organizations

Applicant organizations must currently administer an existing training or education program, consistent with the National Incident Management System (NIMS), relevant to the selected focus area(s), or have demonstrable expertise to create and administer a training program capable of developing and delivering training for a national whole community audience, relevant to the selected focus area(s).

For organizations applying for funding under focus area 1, rural areas are defined as all population, housing, and territory not included within an “urban area” designated by the Census Bureau.
