On December 7, 1787, Delaware became the first state to ratify the United States Constitution. Delaware covers 1,954 square miles, with a 2008 estimated population of 873,092 people – 188,036 living in rural Delaware (USDA-ERS). Dover is the state capital. The state’s largest cities are Wilmington, Dover, and Newark. According to the U.S. Census Bureau, 74.5% of the state’s population is white, 20.9% is Black/African American, and 6.5% is of Hispanic/Latino origin (2007).
There are 5 hospitals in Delaware, 2 of which are located in rural areas (North Carolina Rural Health Research and Policy Analysis Center, Dec. 2008). The state has no hospitals currently identified by the Flex Monitoring Team as Critical Access Hospitals. There are zero Rural Health Clinics in Delaware, and 4 Federally Qualified Health Centers provide services at 10 sites in the state (Kaiser, 2007). 11.7% of Delaware residents lack any health insurance (Kaiser, 2006-2007).
According to the USDA Economic Research Service, the average per-capita income for all Delaware residents in 2007 was $40,112, although rural per-capita income lagged at $32,647. Estimates from 2007 indicate a poverty rate of 9.7% exists in rural Delaware, compared to a 10.5% level in urban areas of the state. 2000 data reports 23.5% of the rural population has not completed high school, while 15.7% of the urban population lacks a high school diploma. The unemployment rate in rural Delaware is 4.9% and in urban Delaware, it is 4.7% (USDA-ERS, 2007).
