On December 7, 1787, Delaware became the first state to ratify the United States Constitution. Delaware covers 1,954 square miles, with a 2007 estimated population of 864,764 people – 184,291 living in rural Delaware (USDA-ERS). Dover is the state capital. The state’s largest cities are Wilmington, Dover, and Newark. According to the 2006 Census, 74.5% of the state’s population is white, 20.9% is Black/African American, and 6.3% is of Hispanic/Latino origin.

There are five hospitals in Delaware, two of which are located in rural areas (North Carolina Rural Health Research and Policy Analysis Center, 2007). The state has no hospitals currently identified by the Flex Monitoring Team as Critical Access Hospitals. There are zero Rural Health Clinics in Delaware, and four Federally Qualified Health Centers provide services at 49 sites in the state (Kaiser, 2006). Twelve percent of Delaware residents lack any health insurance (Kaiser, 2005-2006).

According to the Economic Research Service, the average per-capita income for all Delaware residents in 2006 was $39,131, although rural per-capita income lagged at $31,385. Estimates from 2005 indicate a poverty rate of 11.2% exists in rural Delaware, compared to a 10.1% level in urban areas of the state. 2000 data reports 23.5% of the rural population has not completed high school, while 15.7% of the urban population lacks a high school diploma. The unemployment rate in rural Delaware is 3.3% and in urban Delaware, it is 3.4% (USDA-ERS, 2007).

Success Stories

Delmarva Rural Ministries, Inc.
Through an Outreach grant a Community Health Center was created to provide comprehensive primary care health care services to persons in central Delaware who lacked a medical home and were uninsured or underinsured.

La Red Health Center Prenatal Services Program
La Red Health Center (LRHC) will expand an existing program to offer prenatal and labor/delivery services to underserved and vulnerable pregnant women in Sussex County, Delaware.

Rural Access Project
The Rural Access Project was therefore designed to improve access for low-income pregnant women in Kent and Sussex counties.
